Redevelopment of NGO Site Facilitation Scheme - Workflow

Stage One : URA to provide the following services –

A. discussion with NGOs regarding their redevelopment aspirations through NGOs’ expression of interest
B. provide initial appraisal on the redevelopment potential of the NGO site and advise if the site is worth exploring further
C. identify possible technical issues to be resolved in order to proceed with a redevelopment project
D. with the agreement from the NGO, undertake preliminary assessment and consult with government departments as appropriate1(a fee on time charge basis applies – with a ceiling of HK$200,000)2
E. recommendations on possible redevelopment option(s) (options A-D set out under Stage Two below)

Stage Two : Depending on the NGO’s decision on which option to take, the following facilitation will be offered –

A. Incorporated as part of a URA’s redevelopment project:
URA will assume the role of a developer and discuss with the NGO in detail the redevelopment proposal, timeframe and way forward. The NGO may need to surrender the site to the Government which will then grant the site to URA for redevelopment in conjunction with other URA projects in the vicinity. No additional fee is required to be paid by the NGO.
B. Incorporated as part of a public housing development / redevelopment project:
DEVB will help the NGO liaise with the Hong Kong Housing Authority / Hong Kong Housing Society and seek further inputs from relevant Government departments. URA will no longer have a role in Stage 2 and the NGO will not need to pay URA any additional fees.
C. Private redevelopment:
URA can serve as the NGO’s consultant to facilitate the identification of a suitable private development partner through tendering procedures, and monitor the redevelopment process on behalf of the NGO (a consultancy fee applies based on a certain percentage of the project value, plus possible land premium payable to the Government for any necessary lease modifications).
D. No-go for the time being:
No further facilitation by URA.

Regardless of whichever redevelopment option URA proposes and the NGO ultimately takes, the NGO is responsible for seeking clearance / support from the relevant policy bureaux should it decide to (a) change the existing GIC uses to other uses in the reprovisioned floor space; and/or (b) propose new GIC uses to the additional floor space. In this regard, DEVB will facilitate the communication with the relevant policy bureaux as appropriate. Existing policies on planning and lands will continue to apply under the Scheme.

If the NGO has been receiving recurrent subventions for existing services provided on the site, it should not presume that the additional capacity for the same type / new type(s) of services on the reprovisioned site after redevelopment would be entitled to recurrent subventions automatically. The NGO is required to seek clearance from relevant policy bureaux / departments.
